As reported by Turmush, the Talas City Court reviewed the case materials regarding the preventive measure against the akim of the Bakai-Ata district A.B.M. on February 3, 2026.
He has been charged under Article 337, Part 3 ("Abuse of official position resulting in serious harm through negligence") of the Criminal Code of the Kyrgyz Republic.
A preventive measure in the form of detention has been chosen for the akim until February 22, 2026.
As reported by the press service of the State Committee for National Security on January 23, systemic and gross violations of legislative requirements have been established in the Talas region.
According to the investigation, the akim of the Bakai-Ata district (former head of the Talas regional department of the Ministry of Natural Resources, Ecology, and Technical Supervision) A.B.M., the director of the Talas Forestry of the Ministry of Emergency Situations A.N.Dzh., and other individuals organized a corruption scheme in 2022-2023 for the illegal provision of land plots for recreational purposes with advantageous locations along the central highway leading into the city of Talas, belonging to the state forest fund, to citizens M.N.I. (3.2 hectares), K. uulu Ch. (3 hectares), A.G.A. (wife of the head of the Bakai-Ata district) (2 hectares), and S.M.T. (1.2 hectares), where substantial recreation areas were built.
“The provision of land plots was carried out without calculating and paying mandatory forest losses, without obtaining a positive conclusion from the state ecological expertise, without state registration with the cadastral service (i.e., without assigning identification codes to real estate objects), and without the necessary registration with the architecture and urban planning authorities. As a result, the damage from evading the payment of forest losses alone amounts to over 23 million soms,” the State Committee for National Security reported.
As noted by the State Committee for National Security, in 2024, the akim, using his official powers, despite the absence of the necessary permits, in collusion with the former deputy of the Ak-Dobo rural council of the Bakai-Ata district S.I.A. and the former head of the Ak-Dobo rural council B.O.Dzh., granted permission for the cutting of "pyramidal poplar" in the Bakai-Ata district in the amount of 475 trees. As a result, the state suffered damage amounting to 5 million 310 thousand 505 soms.
This fact was registered under Article 337 ("Abuse of official position") of the Criminal Code of the Kyrgyz Republic.
