"All pawnshops must issue loans no higher than 30%." Tashiev instructed the GKNB to check the activities of pawnshops during a meeting with citizens.

During a meeting with citizens recognized as victims in a criminal case, Kamchybek Tashiev, who holds the position of Deputy Chairman of the Cabinet and heads the State Committee for National Security (GKNB), noted that the limit on loans in pawnshops should not exceed 30%.
Tashiev also instructed to hold accountable those pawnshops that violate the usury legislation in Kyrgyzstan.
The GKNB reported on an ongoing investigation into a large fraud scheme related to construction and collateral lending, in which a citizen named S.M. is involved.
The meeting took place at the main office of the GKNB, where a detainee was also present. At the beginning of the event, Tashiev provided information on the progress of the investigation.
“The investigation has established that S.M., who has multiple criminal convictions, has long been engaged in illegal activities in the pawnshop and usury sectors. He provided financial resources on unfavorable terms, which later allowed him to seize citizens' property through the debts incurred,” Tashiev said.
According to the investigation, the process of re-registering real estate, including residential premises and land plots, went through fictitious transactions involving related parties and controlled notaries. There is also information that the criminal activity had an organized nature and was accompanied by threats and psychological pressure on the victims, possibly using connections in government structures,” the GKNB added.
The GKNB emphasized the investigation of the activities of the companies OsOO “Expert Stroy” (Residential Complex “Silk Road”) and OsOO “Arz Development.” The investigation established that S.M. provided two land plots for shared construction but then obstructed the implementation of projects by initiating arrests and contract terminations, as well as making illegal demands to gain significant benefits.

“As a result of illegal actions, 89 shareholders of the Residential Complex “Silk Road,” OsOO “Arz Development,” and a number of individuals became victims. The total material damage is assessed as particularly large, including illegal alienation of real estate and vehicles,” the GKNB clarified.
Tashiev tasked GKNB employees with conducting an inspection of pawnshop activities, including analyzing interest rates and loan conditions. He emphasized that the investigation of the criminal case is under his personal control. Responsible divisions of the GKNB were instructed to thoroughly establish all circumstances and identify those involved to maximize the compensation for the victims.
