Land, Apartments, and Debts: The State Committee for National Security Exposed a Large-Scale Scheme of Fraud Against Citizens
Tashiev reported that during the investigation, it was revealed that S.M., who has multiple criminal convictions, was engaged in illegal activities related to a pawnshop and usury. He provided loans on extremely unfavorable terms with high interest rates and later used the resulting debts to seize citizens' property.
The investigation established that the re-registration of real estate, land plots, and commercial properties occurred through fictitious transactions involving dummy individuals and complicit notaries.
The investigation shows that the criminal activity was organized and accompanied by pressure, threats, and psychological manipulation of the victims. It is quite possible that connections with state and law enforcement agencies were used for this purpose.
Special attention was given to the activities of the companies OsOO "Expert Stroy" (residential complex "Silk Road") and OsOO "Arz Development." Investigative authorities found that S.M. provided two land plots for shared construction but then obstructed the implementation of projects by initiating arrests and contract terminations, making illegal demands to gain significant benefits.
In the case, 89 shareholders of the residential complex "Silk Road," as well as OsOO "Arz Development" and numerous individuals, have been recognized as victims. The total amount of damage is assessed as particularly large and includes illegal alienation of real estate, vehicles, and monetary funds.
Kamchybek Tashiev instructed to thoroughly check the operations of pawnshops across the country, including their interest rates and lending conditions. He took personal control of this criminal case and tasked the responsible departments with identifying all those involved and ensuring maximum compensation for the victims.
