The State Committee for National Security will check the activities of pawnshops in the country and their conditions.

The discussion of the case "Expert Stroy" and "Arz Development" took place at the GKNB office


The State Committee for National Security (GKNB) continues the investigation of a large fraudulent scheme related to construction and lending against collateral, organized by a citizen of Kyrgyzstan, S.M. This was reported by the press service of the GKNB.

Today, during a meeting with the victims, Deputy Prime Minister and Head of the GKNB Kamchybek Tashiev discussed the details of the case involving the suspect.

According to the investigation, S.M., who previously had criminal convictions, had been engaged in illegal activities of pawnshops and usury for a long time. He provided loans on extremely unfavorable terms, which allowed him to illegally seize the property of citizens through the resulting debts.

The investigation revealed that the re-registration of real estate, including residential premises and land plots, occurred through fictitious transactions involving related parties and notaries under his control. There have been documented cases of pressure, threats, and psychological influence on the victims, as well as possible use of connections with state and law enforcement agencies.

Particular attention was paid to the actions of LLC "Expert Stroy" (Residential Complex "Silk Road") and LLC "Arz Development." The investigation established that S.M. provided two land plots for shared construction but then obstructed the implementation of the projects and made illegal demands to extract significant profits.

As a result of S.M.'s actions, 89 shareholders of the residential complex "Silk Road," as well as several individuals and LLC "Arz Development," have been recognized as victims. The total amount of damage is assessed as particularly large and includes illegal alienation of real estate and vehicles.

In addition, Kamchybek Tashiev instructed GKNB employees to check the working conditions of pawnshops, including interest rates and loan terms.
