The court sentenced a man, who was detained by the Main Intelligence Directorate of the Ministry of Internal Affairs, to life imprisonment for the case of attacking a classmate's house in Kochkor.
The judicial authorities have already found the accused guilty on several counts of the Criminal Code, including murder.
In January 2025, the Ministry of Internal Affairs reported the arrest of a suspect in the robbery in the Naryn region. According to the police, on the night of January 6-7, a group of unknown individuals broke into the house and inflicted bodily harm on S.Ch. and Zh.A., after which they stole a safe containing 500,000 soms. The victims were hospitalized.
Investigative actions were conducted by the police of the Kochkor district regarding the robbery (Article 207 of the Criminal Code). As a result of operational activities carried out by the Main Directorate for Combating Organized Crime of the Ministry of Internal Affairs and the Internal Affairs Directorate of the Naryn region, the suspect K.U., born in 1982, was arrested at Manas Airport while attempting to flee. He was handed over to the investigative authorities and placed in a temporary detention facility.
During the investigation, it was revealed that on January 22, K.U., upon arriving in Bishkek, opened a bank card and deposited 450,000 soms, transferring 190,000 to his daughter and 150,000 to his wife. Evidence was collected during the search. The investigation is ongoing.
According to data published in the State Register of Judicial Acts, during a hearing at the Kochkor District Court, the accused Ulan [name changed K.U.K.] denied his guilt on charges of murder and attempted murder but admitted his guilt in the robbery. He stated that on the day of the incident, he broke into the victims' house, with whom he previously had a good relationship, but the need for money drove him to commit the crime.
He claimed that in December 2024, he lost 832,000 soms at the Osh market in Bishkek, which led to the necessity of repaying a debt to S.Ch. of 1,348,000 soms by early January 2025. Realizing that he could not find the money legally, he decided to instill fear in the victims, intending only to seize their money without planning to cause them harm.
The accused also noted that he had known the victims for a long time and had business relations with them regarding livestock sales, which created a good relationship between them. After losing a large sum of money, he fell into depression and even underwent treatment at a medical institution.
The investigation established that on January 6, 2025, the victim S.Ch. demanded repayment of the debt over the phone, stating that he would leave the city on January 10. As a result, the accused found himself in a desperate situation and decided to commit the crime. He took a metal rebar from his house, sharpening its end to break open doors, and bought gasoline to destroy clothing and hide traces, but ultimately discarded it along the way.
Approximately at 01:30, he arrived at the victims' house. The door was open. Upon entering, he turned off the electrical panel, although the lights in some rooms remained on.
On the second floor, he noticed open doors and locked the room where the children were sleeping. In the adjacent room, he saw the light from Zh.A.'s phone, and in its illumination, he noticed the safe. Attempting to carry the safe out, he made a noise that woke A. In a panic, the accused struck her with the rebar, not remembering how many times. When S.Ch. woke up, he also received a blow.
To create the impression that several people were in the house, the accused shouted, "Let's go, let's go," took the safe out but returned because he could not carry it. After opening the safe, he found 500,000 soms, which he took, leaving other items behind. Later, he transferred 190,000 soms to his daughter's account and 150,000 to his wife's account, spending the remaining money.
Upon learning about the severe consequences for the victims, the accused experienced deep emotional distress and even attempted to take his own life. He planned to fly to Russia, having purchased a plane ticket, but was detained at the airport. During a search, he was found to have 88,900 Russian rubles and 200 dollars, which he intended to give to the victims.
The accused expressed regret for his actions, noting that Zh.A. was his classmate, and apologized to the victims, asking for punishment within the law.
The accused's lawyer requested to consider that Ulan had no prior convictions, had minor children to support, and to terminate criminal proceedings under Articles 122 ("Murder") and 216 ("Destruction or Damage to Another's Property") due to insufficient evidence.
The victims and witnesses in court detailed what happened, emphasizing the brutal nature of the attack, the severe injuries to Zh.A., her prolonged coma, and subsequent death. They insisted on the full guilt of the accused and requested a life sentence.
According to the verdict of the Kochkor District Court dated June 11, 2025, Ulan was found guilty under paragraphs 1, 3 of part 2, part 3 of Article 207 ("Robbery") of the Criminal Code and sentenced to 10 years of imprisonment with confiscation of property.
Under paragraphs 2, 10, 14, 16 of Article 37 ("Attempt") and 122 ("Murder") of the Criminal Code, an additional 10 years of imprisonment was imposed with confiscation of property.
Under part 2, part 3 of Article 37 ("Attempt") and 216 ("Destruction or Damage to Another's Property") of the Criminal Code, 8 years of imprisonment was imposed.
Under paragraphs 10, 14, 16 of part 2 of Article 122 ("Murder") of the Criminal Code, a life sentence was imposed. Based on Article 77 of the Criminal Code, the final punishment amounted to life imprisonment with confiscation of property and serving the sentence in a high-security correctional colony. The time spent in custody was counted (1 to 2 days of imprisonment).
The sentence begins on January 25, 2025.
The verdict of the Naryn Regional Court dated October 21, 2025, amended the decision of the Kochkor District Court dated June 11, 2025, regarding the convicted. Ulan was found guilty under paragraphs 2, 3 of part 3 of Article 207 ("Robbery") of the Criminal Code. Under part 2 of Article 37 ("Attempt") and 216 ("Destruction or Damage to Another's Property") of the Criminal Code, he was sentenced to 5 years of imprisonment.
Paragraph 16 of Article 37 ("Attempt") and 122 ("Murder") of the Criminal Code was excluded from the dispositive part of the verdict. The rest of the verdict remained unchanged.
A petition was submitted to the Supreme Court by the prosecutor of the Naryn region's prosecutor's office, Adylbekov, requesting to change the decisions of the first and appellate courts concerning the convicted.
The case materials have been accepted for production by the Supreme Court.
