
At the meeting of the Committee on International Affairs, Defense, Security, and Migration, the draft law "On the Ratification of the Agreement between the Kyrgyz Republic and the Italian Republic on the Promotion and Protection of Investments," signed on May 30, 2025, in Astana, was reviewed and approved in the first reading.
The rapporteur for this draft law was Damirbek Bikulov, Deputy Director of the National Investment Agency under the President. He emphasized that the main goal of the Agreement is to create a legal framework for attracting foreign investments, which will ensure the protection of investors' rights and create more favorable conditions for their operations, as well as minimize risks associated with investments.
During the discussion, Deputy Medina Kairylbekova highlighted the need for legal guarantees for investors operating in the Kyrgyz Republic.
The Committee also approved the draft law "On the Ratification of the Protocol on Amendments to the Treaty on the Eurasian Economic Union," which was signed on July 28, 2025, in Moscow. The information was presented by Sultan Akhmatov, Deputy Minister of Economy and Commerce, who noted that the Protocol includes 33 amendments aimed at addressing deficiencies identified during law enforcement practice and clarifying definitions used in the Treaty on the Union. He also added that the document empowers the Eurasian Economic Commission to approve methodologies related to the qualification of obstacles in the internal market and the recognition of barriers as eliminated.
Additionally, the draft laws "On the Ratification of the Loan Agreement 'First Program for Sustainable and Inclusive Growth' with the OPEC Fund for International Development," signed on September 22, 2025, in Bishkek, and "On the Ratification of the Loan Agreement between the Kyrgyz Republic and the OPEC Fund for International Development for the program 'Universal Access to Water Supply and Sanitation (Phase 1)'" were reviewed and approved in the third reading.
