In Kyrgyzstan, tracking of shipments using navigation seals will begin on February 11.

- The State Customs Service under the Cabinet has announced the start of using navigation seals for monitoring cargo transportation carried out between two or more member states of the EAEU.

The first stage of mandatory use of navigation seals will begin on February 11, 2026, in the territories of the participating countries.

The national operator of the Kyrgyz Republic for tracking transportation within the EAEU has been designated as JSC "State Customs Infrastructure".

The monitoring and analysis center of the national operator will conduct control around the clock, using information systems and navigation seals that are applied to the locking devices of cargo compartments. This will allow for monitoring the route of vehicles and quickly responding to possible emergency situations.

The process of applying the navigation seal by the operator will take no more than 15 minutes.

According to the EEC, the implementation of navigation seals will take place in three stages:

1) sanctioned and certain types of excise goods, including alcohol and tobacco,

2) clothing, footwear, and equipment transported by road,

3) nicotine-containing products and nicotine raw materials exported from the customs territory of the EAEU.

The GTS emphasizes that the introduction of navigation seals is aimed at improving transparency in cargo transportation, simplifying control procedures, and reducing delivery times for goods transported by road and rail.

Background

On April 19, 2022, an agreement was signed in Moscow for the implementation of navigation seals to track transportation in the Eurasian Economic Union. Kyrgyzstan ratified this agreement in January 2023.

The process of implementing seals will be divided into three stages and will last 1.5 years.

1) In the first stage, navigation seals will be applied to a number of commodity groups.

Among them, first of all, sanctioned and certain types of excise goods, including alcohol and tobacco, which will be transported in accordance with customs procedures for transit and export, as well as within the framework of mutual trade between member states.

2) Secondly, clothing, footwear, and equipment, which will also be transported by road in accordance with the customs transit procedure.

3) Thirdly, nicotine-containing products and nicotine raw materials, which will be exported from the customs territory of the EAEU and transported by road in accordance with the export procedure.

A pilot project for the use of navigation seals for road transportation between Kyrgyzstan and Kazakhstan was launched from December 1, 2025, to January 15, 2026.
