For the construction of an electrical substation in Bishkek, 0.4 hectares of irrigated land were transformed.
This decision was made for the construction of an electrical substation. The grounds for it include the resolution of the Bishkek city hall dated September 16, 2025, No. 261, and the conclusion of the commission on land plot transfers dated July 29, 2025.
The plot to be transformed has an area of 0.4 hectares and is located within contour No. 105 of the Lenin district. This land is privately owned by the company OsOO "Jaz Stroy."
According to information from the Ministry of Justice of the Kyrgyz Republic, OsOO "Jaz Stroy" is headed by Ruslan Asilbekovich Anarbaev, and the founder is Joomart Mamatovich Sulaymanov. Their main activity is the construction of residential and non-residential buildings.
The city hall is instructed to:
- make changes to land registration documents;
- ensure the targeted use of the plot;
- develop and approve urban planning documentation, adhering to construction standards;
- preserve historical and cultural heritage objects upon their discovery;
- comply with the requirements of the law "On Highways";
- take measures to reclaim and restore the plot to its original state in case of its improper use;
- restore land areas and return unproductive lands to agricultural circulation;
- observe public health standards;
- ensure safety distances for the safe operation of power lines according to the rules for the protection of electrical networks with voltages above 1000 V.
The control over the implementation of this resolution is entrusted to the Department of Control over the Execution of Decisions of the President and the Cabinet of Ministers of the Administration of the President of the Kyrgyz Republic.
The resolution will come into effect 10 days after its official publication. It was published in the newspaper "Erkin-Too" on December 26, 2025, under number 102 (3759).
