The draft law was initiated by the Chairman of the Cabinet of Ministers.
The Deputy Minister of Justice, Almazbek Zarylbek uulu, explained that the main goal of this draft law is to eliminate gaps in the legal regulation concerning electronic money, as well as to recognize them as objects of civil rights and ensure their inheritance in accordance with the law.
During the discussion, Deputy Ulan Primov emphasized the proposed amendments to Article 22 of the Civil Code regarding electronic money and the amendments to the law on payment systems related to issuers of electronic money.
In addition, Deputy Dastanbek Jumabekov raised the issue of the legal definition of the term "electronic money."
