At a meeting of the Committee on Constitutional Legislation, State Structure, Local Self-Government, and the Regulations of the Jogorku Kenesh, a draft law on amendments to the Law of the Kyrgyz Republic "On the Regulations of the Jogorku Kenesh" was reviewed and approved, as well as a draft constitutional law concerning amendments to the law "On the Central Commission for Elections and Referendums of the Kyrgyz Republic." These decisions were adopted in the first reading.

The initiative was put forward by deputies of the Jogorku Kenesh: Marlen Mamataliyev, Talant Mamytov, Akylbek Tumonbaev, Dastanbek Jumabekov, Nurbek Sydygaliev, and Talaybek Masabirov.

Deputy Nurbek Sydygaliev, one of the authors of the draft law, emphasized that its goal is to optimize the composition and improve the process of forming the Central Commission for Elections and Referendums. According to the proposal, the number of members of the CEC will be reduced from twelve to seven. However, during the second reading, an amendment is planned to propose a CEC composed of eight members.

During the discussion, Deputy Gulnara Akimbaeva noted the need to avoid a situation where "equal votes" arise on important issues as a result of voting, which could reduce the effectiveness of the commission's work. Deputy Dastan Bekeshev raised the issue of the necessity of clearly defining the criteria and requirements for CEC members in the draft law. Additionally, Deputy Kubanychbek Samakov asked the chairman of the CEC, Tynchtyk Shainazarov, about the possibility of effectively conducting elections with the proposed composition of the commission. In response, Tynchtyk Shainazarov assured that the new structure of the commission, according to the draft law, would ensure the necessary transparency and efficiency of the electoral process.
