The Committee of the Jogorku Kenesh approved the bill on reducing the time for considering citizens' appeals in the first reading

At a meeting of the Committee on Constitutional Legislation, State Structure, Local Self-Government, and the Regulations of the Jogorku Kenesh, the bill "On Amendments to the Law of the Kyrgyz Republic on the Procedure for Considering Citizens' Appeals" was reviewed and approved in the first reading.

This proposal was put forward by a group of deputies, including Baktyyar Kalpaev, Kubanychbek Samakov, Ravshanbek Rysbaev, Azamat Isiraikov, Temirlan Aitieev, Ilimbek Kubanychbekov, Mederbek Chotonov, Gulzhan Satieva, Cholpon Esenamanova, Alisher Kozyuev, Venera Salyamova, and Gulsunkhan Junushalieva.

Kalpaev, one of the authors of the bill, stated that the key goal of the changes is to increase the efficiency and speed of processing citizens' appeals in the context of digital transformations in public administration. He emphasized that modern technologies and process automation allow for reducing the consideration period for appeals to 10 working days without compromising quality.

However, representatives of the Cabinet of Ministers expressed doubts about the feasibility of adopting this law, arguing that state bodies would not have the capacity to adequately consider some appeals within the established 10 days.

During the discussion, Deputy Gulsharkan Kultaev emphasized that it is important not only to shorten the timeframes but also to ensure a quality resolution of the issues raised in citizens' appeals, as well as control over their implementation.

On the other hand, Deputy Dastan Bekeshev noted that often the responses from state bodies to appeals remain unclear and supported the initiative regarding the bill. He added that in the "Tunduk" system, state bodies do not always provide responses to citizens' appeals.

Additionally, the committee also reviewed the bill "On Amendments to Certain Legislative Acts of the Kyrgyz Republic on the Issues of Inheriting Electronic Money," which was approved in the first reading.

The main task of this bill is to eliminate legal gaps in the regulation of electronic money, recognize them as objects of civil rights, and ensure the possibility of their inheritance in accordance with the established legislative norms.
