The new tracking requirements apply to shipments that pass through the territories of two or more member states of the EAEU, in accordance with the existing agreement.
Navigation seals are used in the following cases:
- for certain types of excise goods, such as alcoholic beverages and tobacco products, which are transported by road or rail as part of customs procedures for transit and export, as well as in mutual trade between the participating countries;
- for certain categories of goods, including clothing, footwear, and equipment, which are transported by road in accordance with the customs procedure for transit;
- for nicotine-containing products and nicotine raw materials classified under commodity positions 2404, 2939 79 000 0, and 2939 80 000 0, which are exported from the customs territory of the union in compliance with the export procedure.
Control over transportation within the EAEU is carried out by national operators of each country. In Kyrgyzstan, this function is performed by the State Customs Infrastructure JSC.
