
From February 11, 2026, a new regulation will come into force in the countries of the Eurasian Economic Union regarding the mandatory tracking of cargo transportation using navigation seals, as reported by the State Tax Service of Kyrgyzstan.
This system will be implemented in stages. In the first stage, navigation seals will be mandatory for the following categories of goods transported by road and rail:
- alcohol;
- tobacco products;
- goods subject to special economic measures in the EAEU states.
The installation of navigation seals in Kyrgyzstan will be carried out:
- for road transport — at the goods accounting points located at the Kyrgyz-Kazakh border (Chaldybar, Ak-Zhol, Ak-Tilek, Chon-Kapka, Karkyra);
- for rail transport — at the stations Bishkek-1, Alamedin, Rybachye, Kara-Balta, Kainy, Belovodskaya, Shopokovo, Kant, and Tokmak.
The removal of seals will be carried out:
- for road transport — at the recipient's location;
- for rail transport — at the specified stations during unloading.
It is required that senders, freight forwarders, or carriers send information to the State Tax Service via email no later than 6 hours before the arrival at the seal installation site: [email protected].
The information that needs to be uploaded to the navigation seal, as well as the process of interaction between participants in foreign economic activity with the STS and the national operator, can be found on the official website of the Tax Service in the "Knowledge Base" section — "Navigation Seals within the EAEU" at sti.gov.kg.
It is important to note that participants in foreign economic activity are responsible for the accuracy of the provided data and its compliance with the goods actually being transported.
