Starting from February 11, 2026, a new mechanism for tracking cargo transportation using navigation seals has come into effect in the countries of the Eurasian Economic Union.
According to information from the State Customs Service, these new rules apply to goods that are transported across the territory of two or more EAEU member states. This corresponds to the agreement on the use of navigation seals for monitoring cargo transportation.
The implementation of this mechanism will take place in stages, taking into account various categories of goods and types of transportation.
Navigation seals will be used in the following cases:
* for certain excise goods, such as alcohol and tobacco, which are transported by road and rail within the customs procedures of transit and export, as well as in mutual trade between member states;
- for certain categories of goods (for example, clothing, footwear, and electronics) that are transported by road in accordance with customs transit procedures;
- for nicotine-containing products and nicotine raw materials classified under commodity codes 2404, 2939 79 000 0, and 2939 80 000 0 according to the unified Commodity Nomenclature of Foreign Economic Activity of the EAEU, which will be exported from the customs territory of the Union using the export procedure.
The launch of this mechanism aims to improve transparency in logistics and legalize trade turnover, as well as reduce the volume of control procedures within the Union.
