In the Lower Serafimovsk Boarding School, 15 elderly people do not have passports

Monitoring of the Lower-Seraphimovsk Home for the Elderly, located in the Chui region, was conducted by the Center for the Prevention of Torture, which is subordinate to the Ombudsman Institute.

The press service of the institution reported on inspections concerning the rights of residents, their living conditions, and sanitary-epidemiological standards.

During the inspection, it was found that 15 elderly people do not have passports.

According to the administration of the home, the lack of passports is due to these individuals not having the necessary documents, such as birth certificates and registration.

For example, one elderly woman, N. L., turned to representatives of the institute for help in obtaining a passport.

She said: “I was born in Russia and moved to Kyrgyzstan in 1969, worked as a builder in Naryn. Now I cannot retire without documents.” During the inspection, it was revealed that a social worker had already sent requests regarding her documents, but the process has been delayed due to a lack of information about her in the official database.
The Ombudsman Institute intends to assist in obtaining passports for the elderly, as the lack of documents restricts their rights.
Complaints were also received regarding the quality of medical care in the home.

Pensioner M. N. showed a non-healing wound on her leg and expressed dissatisfaction with the work of the medical station. According to the nurse, the pensioner refuses assistance, demanding all medications at once instead of the dosed approach provided by the system.
The administration of the home assured that regular check-ups are conducted, and residents are sent to hospitals when necessary.
Among the problems identified in the home is a lack of male attendants, which forces female attendants to care for bedridden men. The reason for the staff shortage is the low salary, which is about 13,000 soms.

Nevertheless, the institution ensures the safety and freedom of religion of its residents.

There is a mosque on the premises of the nursing home, and according to the director, trips for Umrah have been organized since last year with the support of sponsors.
At the time of the inspection, there were 276 people in the home, of whom 150 have disabilities, and 126 are elderly.
Ombudsman Jamila Dzhamanbaeva called on government agencies to ensure the rights of residents of social institutions, emphasizing that elderly people and individuals with disabilities, as the most vulnerable groups of the population, need special protection.
