The parliament adopted in the second reading the bill on strengthening responsibility for drunk driving

At a recent meeting of the Jogorku Kenesh, deputies reviewed and adopted in the second reading a bill concerning amendments to several legislative acts of the Kyrgyz Republic aimed at enhancing road safety.
The initiator of this bill was the Cabinet of Ministers.

The information was presented by the chairman of the committee on judicial and legal issues, Suyunbek Omurzakov.
The main goal of the bill is to strengthen the responsibility of drivers operating vehicles under the influence of alcohol, drugs, or other intoxicating substances, in order to prevent offenses and crimes in this area.

Requirements for the necessity of having a driver's license to operate a moped of category "A1" are also being introduced.
During the discussion, deputies raised questions regarding the regulation of moped operations and courier services that actively use this mode of transport. They expressed concerns about how the new requirements would be implemented in practice and emphasized the importance of a thoughtful approach to the law's implementation to avoid depriving people employed in courier delivery of their jobs.
Additionally, deputies noted the increasing number of traffic accidents involving mopeds, scooters, and motorcycles. It was mentioned that the registration of mopeds and motorcycles would help reduce the number of accidents and traffic violations involving them.

In addition to this, bills concerning amendments to the Law on Electric Power, as well as amendments to the Code on Offenses and laws regulating the prevention of offenses and noise, were also reviewed and approved in the second reading.
