At today's meeting, the Committee on Judicial and Legal Affairs, Law and Order, Combating Crime, and Counteracting Corruption discussed and approved in the second reading a bill concerning amendments to the legislation of the Kyrgyz Republic aimed at enhancing road safety.

The initiator of this bill was the Cabinet of Ministers.

The chairman of the committee, Suyunbek Omurzakov, explained that the proposed amendments are aimed at implementing the presidential decree regarding urgent measures to ensure road safety, issued on December 7, 2021, under number 548.

One of the key aspects of the bill is the increase in responsibility for drivers who operate vehicles under the influence of alcohol, drugs, or other psychoactive substances. It also introduces a requirement for a driver's license to operate mopeds in the subcategory "A1".

During the discussion, Deputy Dastan Bekeshev raised an important question about the need for precise determination of the level of intoxication in drivers who have committed serious violations.
He proposed to establish clear limits for blood alcohol content and to use high-quality breathalyzers. Additionally, Bekeshev emphasized that scooter and electric scooter drivers should be considered separately from pedestrians, and he expressed the idea of legalizing and registering mopeds that have been imported illegally.

Deputy Bolotbek Borbiev added that introducing threshold values of 0.3 promille for blood tests and 0.16 promille for breathalyzers would require additional research. He suggested that these values be established based on a resolution.

Furthermore, the committee also reviewed and supported the bill regarding amendments to the Code of Offenses and the laws "On the Basics of Preventing Offenses" and "On Silence," in the second reading.
