The Committee of the Jogorku Kenesh approved in the second reading the bill to tighten penalties for drunk driving

The Committee on Judicial and Legal Issues, Law Enforcement, Combating Crime, and Counteracting Corruption reviewed and gave a positive conclusion on the bill concerning the improvement of road safety in the country, which was initiated by the Cabinet of Ministers, during today’s meeting.
Committee Chairman Suyunbek Omurzakov emphasized that this bill aims to implement the Decree of the President of the Kyrgyz Republic dated December 7, 2021, No. 548, regarding urgent measures to enhance road traffic safety.

As part of the bill, it is proposed to make amendments concerning the tightening of liability measures for drivers operating vehicles under the influence of alcohol, drugs, or other intoxicants. The bill also introduces a requirement for a driver's license to operate a moped of subcategory "A1".

During the discussion, Deputy Dastan Bekeshev highlighted the importance of clearly defining the level of intoxication for drivers who have committed serious offenses. He suggested establishing specific blood alcohol content limits and using modern breathalyzers. Additionally, Bekeshev noted the need to separately consider rules for scooter and electric scooter drivers, and raised the issue of legalizing mopeds that have been imported illegally.

Deputy Bolotbek Borbiev added that the introduction of limit values of 0.3 promille (by blood analysis) and 0.16 promille (by breathalyzer) would require further research, and proposed setting such values based on relevant regulations.

Furthermore, the committee also approved in the second reading the bill on amendments to various legislative acts of the Kyrgyz Republic concerning the Code of Offenses and the laws "On the Basics of Preventing Offenses" and "On Silence".
