The human rights activist proposed to change the approach to combating domestic violence in Kyrgyzstan

Comprehensive support from specialists is necessary for effective combat against domestic violence.


Nasgul Turdubekova, head of the "League of Child Rights Defenders," reported that the efforts of law enforcement agencies are unable to stop domestic violence in Kyrgyzstan. Her statement published on social media emphasizes that the existing model of work mainly focuses on documenting the consequences rather than preventing violence.

The human rights activist appealed to high-ranking state officials, including the president, prime minister, and deputy speaker, with an initiative to implement an interdisciplinary model aimed at supporting victims. An important part of this initiative should be the legislative establishment of the role of specialists—lawyers, psychologists, and social workers—whose work will be funded by the state.

She noted that currently, the focus in the fight against domestic violence is on the actions of law enforcement agencies, which leads to a situation where the work is reduced to responding to incidents of violence or, in the worst case, murders.

“Such an approach does not provide adequate protection and does not prevent repeated cases of victimization. It is necessary to transition to a preventive and comprehensive support system. In this regard, I propose:
– to adopt a law on psychological assistance, establishing the obligation of psychological support in cases of domestic violence;
– to legally enshrine the mandatory work of an interdisciplinary team for each case of violence;
– to create an institute of social workers who will focus on preventing domestic violence, early detection of risks, and supporting families;
– to ensure state funding for the work of psychologists and social workers, as well as to develop clear standards for inter-agency interaction,” she added.

Nasgul Turdubekova emphasizes that the implementation of this model will create an effective prevention system, reduce the number of repeated cases of violence, improve the quality of judicial protection, and increase citizens' trust in the judicial system.
