According to the human rights defender, it is necessary to change the approach to combating domestic violence and make it part of state policy, shifting from reactive measures to prevention. She proposes to create a legislative framework for the work of an interdisciplinary team, which should include a lawyer, psychologist, and social worker.
"Currently, the focus in the fight against domestic violence is mainly on law enforcement agencies, which leads to the fact that actions are taken only after violence or even murder has occurred. This approach is unable to provide adequate protection and prevent repeated instances of violence," emphasizes Turdubekova.
The human rights defender proposes the following measures:
- to adopt a law on psychological assistance that would make psychological support mandatory in cases of domestic violence;
- to legally establish the necessity of an interdisciplinary team’s involvement in every incident of violence;
- to create an institute of social workers specializing in the prevention of domestic violence and early detection of risks, in addition to regular social workers focused on child protection;
- to ensure state funding for psychologists and social workers, as well as to establish clear standards for inter-agency cooperation.
