In her opinion, there is a stable level of domestic violence cases in Kyrgyzstan that is not decreasing.
Turdubekova claims that to effectively combat this problem, it is necessary to change the approach, focusing on prevention. "It is essential to create a systematic state policy that is oriented towards prevention, not just reaction. I propose to legally implement an interdisciplinary model for supporting victims, consisting of a lawyer, psychologist, and social worker," she noted.
An important aspect is that currently, the main focus in the fight against violence is on law enforcement agencies, which leads to a delayed response to already committed crimes. This approach does not guarantee adequate protection and does not prevent new cases of violence.
Turdubekova insists on the need to transition from a reactive model to a more comprehensive system that will include support for victims.
In this regard, she proposes a number of measures:
- develop and adopt a law that ensures mandatory psychological assistance in domestic violence cases;
- legally establish the work of an interdisciplinary team in every case of violence;
- introduce the institution of social workers who will focus on preventing violence, early detection of threats, and supporting families. These specialists should work separately from child protection social workers;
- ensure funding for the activities of psychologists and social workers, as well as establish clear standards for interagency cooperation.
"The implementation of the proposed model will lead to the creation of an effective prevention system, which, in turn, will reduce the number of repeat cases of violence, improve the quality of judicial protection, and strengthen citizens' trust in justice. This is a strategic step towards real protection of human rights and families in Kyrgyzstan," concluded Nazgul Turdubekova.
