


The director of the Public Fund "League of Child Rights Defenders," Nazgul Turdubekova, posted an appeal on her Facebook page to President Sadyr Japarov, Prime Minister Adylbek Kasymaliev, and Deputy Chairperson of the Jogorku Kenesh of the Kyrgyz Republic, Zhyldyz Taalaibek kyzy. In this appeal, she suggested strengthening state policy to combat domestic violence.
In her opinion, despite the measures already taken, the level of violence in families remains high and shows no signs of decreasing. The appeal emphasizes the need to shift from a reactive model, focused on law enforcement actions after offenses have occurred, to a more systematic preventive policy.
"It is necessary to make the fight against domestic violence a comprehensive state strategy, moving from response to prevention," the text of the appeal states.
Nazgul Turdubekova proposes to legally establish an interdisciplinary model of support for victims, based on the principle of "lawyer + psychologist + social worker." She believes that this approach will provide not only legal protection but also psychological rehabilitation and social support for the victims.Among the proposed initiatives:
- the development of a separate law on psychological assistance that would enshrine mandatory psychological support in domestic violence cases;
- the legislative establishment of mandatory interdisciplinary team work for each case of violence;
- the creation of a specialized social worker institution for preventing domestic violence, early detection of risks, and family support (separate from child protection institutions);
- state funding for the activities of psychologists and social workers, as well as the establishment of clear standards for interagency cooperation.
"This is a strategically important step towards real protection of families and human rights in the Kyrgyz Republic," the appeal emphasizes.
