
Thanks to the actions of the Ombudsman of the Kyrgyz Republic, Jamilya Jamambaeva, the labor rights of builders in the Talas region have been restored.
As reported by the Ombudsman Institute, a group of Talas residents appealed to the ombudsman requesting protection of their labor rights. In their appeal, 21 workers stated that from January 5 to 16, they worked on the construction of a multi-story building being erected by the state mortgage company. However, on January 16, they were suspended without explanation, and about 60 workers from another country were brought in to replace them.
“When we were hired, no employment contracts were signed with us, but work hours were recorded, and we have photo and video evidence. We appeal to the ombudsman to protect our rights and help us get re-employed,” the workers stated.
The Institute sent an official request to the Labor Legislation Control and Supervision Service under the Ministry of Social Policy, as well as to the State Mortgage Company and the President's representative in the Talas region.
The response from the State Mortgage Company confirmed that the company is only the customer of the construction, while the actual work is carried out by the state enterprise "Kyrgyzstroyservice." During the investigation, it was found that the previous construction organization abandoned the project without completing it, after which the object was transferred to another contractor.
After the Institute's appeal, the new contractor reported its readiness to hire local residents if they possess the necessary qualifications and experience.
At the beginning of February, the applicants informed in writing that they had been re-employed and expressed gratitude to the human rights defender for her assistance.
