Construction of the GIK House in Talas: Workers Complained to the Ombudsman
Twenty-one individuals who faced dismissal from work turned to human rights defenders for help in protecting their interests. In their collective statement, they indicated that from January 5 to 16, they worked on the construction of a multi-story residential building in Talas, which is being built under the auspices of the State Mortgage Company.
The applicants reported that on January 16, they were unexpectedly suspended from their duties without any explanations. About 60 workers from a neighboring country were brought in to replace them.
According to the workers, no employment contracts were signed upon their hiring, but a timekeeping log was maintained, and there are photo and video evidence of their participation in the construction.
After receiving the appeal, the Ombudsman Institute sent official requests to various authorities, including the Labor Legislation Control and Supervision Service under the Ministry of Labor, Social Security and Migration, the State Mortgage Company, the regional prosecutor's office, and the president's representative in the Talas region.
In the response from the State Mortgage Company, it was indicated that it is the customer of the construction, while the actual contractor is the state enterprise "Kyrgyzstroyservice".
During the investigation, the institute's staff discovered that other contractors had previously been involved in the construction of this residential complex but had exited the project without completing the work. As a result, the project was handed over to a new contractor.
After the institute's intervention, the new contractor agreed to hire local residents if they have the appropriate qualifications and experience.
In early February, the applicants reported that they had been re-employed and expressed gratitude to the ombudsman for assistance in protecting their labor rights.
