
According to the workers, no employment contracts were signed when they were hired, but a work time log was maintained, and they have photo and video materials confirming their labor activities. They turned to the Ombudsman for help in protecting their rights and assistance in being reinstated in their jobs.
The institute submitted an official request to the Service for Monitoring and Supervision of Labor Legislation Compliance under the Ministry of Social Policy, as well as to the JSC "GIK" and the Presidential Representative Office in the Talas region.
In the response from GIK, it was stated that they only act as the customer for the construction, while the actual work is carried out by the state enterprise "Kyrgyzstroyservice".
During the inspection, it was found that before the current company took on the project, the construction of the multi-story building had been handed over to another organization, which did not complete the work and exited the project.
After the institute's intervention, the new contractor agreed to hire local residents if they have the necessary qualifications and experience. In early February, the workers reported that they had been reinstated in their positions and expressed gratitude to the Ombudsman for the assistance provided.
