At a meeting of the Jogorku Kenesh, deputies discussed and approved in the first reading the draft law "On State Awards, Honorary Titles, and State Prizes of the Kyrgyz Republic." The initiator of this draft law was the chairman of the cabinet of ministers.

Justice Minister Ayaz Bayetov reported that the new initiative proposes to reduce the existing 46 types of awards to 20.

According to the proposal, the orders "Danaker," "Erdik" of three degrees, the honorary title "People's Poet of the Kyrgyz Republic," as well as the Honorary Certificate and second category titles "Deserved" will be excluded from the system of state awards and honorary titles. In the future, the relevant powers to award the Honorary Certificate of the Kyrgyz Republic and the titles "Deserved" will be transferred to the cabinet of ministers of Kyrgyzstan.

During the discussion, deputy Aisarakan Abdibaeva expressed concerns that the downgrade of the title "Deserved" could negatively affect the motivation of workers in the healthcare, culture, and education sectors, calling for a reconsideration of this proposal. She also suggested creating an independent commission to enhance the transparency of the award nomination process and the consideration of candidates.

Deputies Gulai Mashrapova and Toktobubu Ashymbaeva proposed the return of the honorary title "People's Teacher," which was abolished in 2017, as noted by Toktobubu Ashymbaeva.

Deputy Gulsharkan Kultaeva raised the question of how the previously awarded honors and titles would be used.

In response, Justice Minister Ayaz Bayetov stated that the draft law contains a provision that preserves all rights for citizens previously awarded state honors and honorary titles of the USSR, Kyrgyz SSR, and the Kyrgyz Republic.

“Citizens of the Kyrgyz Republic who were previously awarded retain all corresponding rights and guarantees provided by the country's legislation,” emphasized the minister.

Deputies Gulnara Baatyrova and Zhyldyz Sadyrbaeva noted that the draft law does not pay enough attention to the awarding of medical workers, suggesting the creation of a separate award for them. Gulnara Baatyrova added that there are over 80,000 medical professionals in the country, including about 30,000 doctors.

Deputy Makhabat Mavlyanova suggested that the title "Kyrgyz Respublikasynyn jaratmany" could be awarded to certain businessmen who make significant contributions to the country's development.

Kamila Talieva proposed creating a working group involving prominent figures and experts in the field of education, science, and culture.
