According to the deputy, the current system is ineffective and primarily places the burden on women


During a budget committee meeting on January 19, Deputy of the Jogorku Kenesh Dastan Bekeshev emphasized the need to reform the alimony system in Kyrgyzstan. He noted that the current mechanism for collecting alimony does not work properly and effectively places all responsibility on women.

The deputy proposed that bailiffs conduct an analysis of actual alimony payments and identify the number of cases that remain unexecuted. Bekeshev believes that a minimum amount of alimony should be established at the time of divorce, which should initially be covered by the state, and then this amount should be collected from the parent who evades their responsibilities.

“Creating a child is easy. People enter different families without thinking about the consequences. And then everyone is to blame: the state, the courts, the deputies, except for the one who has avoided responsibility. A child must be provided for, regardless of the circumstances. The state should ensure this, and the debtor should repay these funds,” Bekeshev emphasized.

Deputy Attorney General Ümütkan Konkubaeva supported the deputy's position, pointing out that a model is currently being developed in which alimony will initially be paid from the state budget and then collected from debtors. With humor, she added that this approach might lead to people stopping to get married.

According to her information, since 2019, an average of 22 percent of families break up annually. In 2025, 341 men were deprived of parental rights, mainly for non-payment of alimony. Currently, bailiffs have about 60,000 enforcement documents for alimony, but it is difficult to determine the exact amount of debt, as it is constantly changing.

Additionally, the deputy proposed to impose financial responsibility on those who pressure the creation of family relationships. He noted that if relatives insist on marriage, they should also bear part of the responsibility for the consequences of this decision.
