Fines for Migrants Evading Medical Examinations in Russia May Increase by 12 Times

In Russia, the increase of fines for migrants who evade mandatory medical examinations is being discussed. According to RBC, the fine may range from 25,000 to 50,000 rubles, with the possibility of administrative expulsion by court decision.

This proposal is included in a series of bills that have been submitted to the State Duma and are aimed at combating illegal migration and protecting the health of citizens. Deputy Speaker of the State Duma Irina Yarovaya announced this initiative.

According to her, the legal stay of foreigners in Russia must be confirmed by strict compliance with medical examination requirements.

In addition to increasing fines, the bills propose that medical examinations will only be conducted in institutions accredited by regional authorities and at the expense of the foreigners themselves, which will exclude the involvement of intermediaries in the process.
It is also planned to reduce the medical examination period from 90 to 30 days and make it mandatory for all foreigners staying in Russia for more than three months.
Criminal liability for forging medical certificates regarding health status is also anticipated. Such actions may result in up to four years of imprisonment and a fine of up to one million rubles, and in the case of mass infection — up to eight years of imprisonment.

All proposed initiatives have already received support from the government of Russia, the Supreme Court, and law enforcement agencies.
