830 Million Rubles Spent on Deporting Migrants from Russia in 2025

In the course of 11 months of 2025, the regions of Russia allocated 828.5 million rubles for the purchase of tickets for the administrative expulsion of foreign citizens. According to "Tenderplan," this amount increased by almost 30% compared to 2024. For comparison, such expenses are comparable to the budget deficit of Ingushetia for 2026, as reported by the publication "Vedomosti."
Among the reasons for the increase in expenses, the following stand out:
The Central Federal District ranked first in costs, amounting to almost 343 million rubles (an increase of 30.5%). In the Northwestern District, expenses nearly doubled, reaching 206.8 million rubles. The Ural District demonstrated a record increase, raising costs 20 times — from 537.6 thousand to 11 million rubles.
Since February 2025, the powers for the expulsion of migrants have been transferred from the courts to the territorial bodies of the Ministry of Internal Affairs, which expedited the process: now a decision can be made by the head of the Ministry of Internal Affairs unit the day after the protocol is drawn up.
According to data from the Federal Bailiff Service, during the specified period, 54,400 people were forcibly expelled. The Ministry of Internal Affairs reminds that if a foreigner has not reimbursed the costs of sending them home, their entry into Russia will be closed until the debt is fully paid.
