A bill on medical examinations for migrants within 30 days of entry has been submitted to the State Duma
The group of deputies initiating this draft law is led by the heads of the Duma factions and Deputy Speaker of the State Duma Irina Yarovaya. The proposed changes concern the Law "On the Legal Status of Foreign Citizens in the Russian Federation." Currently, migrants are required to undergo a medical examination within 90 days of entry. This is done to identify dangerous infectious diseases, HIV, and to exclude drug dependence. The project also stipulates the need for annual examinations for those planning to stay in Russia for more than 30 days. The cost of medical services will be borne by the migrants themselves.
If infections, HIV, or drug use are detected during the medical examination of a foreigner, the information must be transmitted to the Ministry of Internal Affairs and Rospotrebnadzor, which will decide on possible deportation.
Additionally, evading the medical examination may become grounds for the expulsion of a migrant from the country. It is proposed to increase fines for refusal to undergo the procedure by 12 times — to 25,000-50,000 rubles. Furthermore, the use of fake medical examination certificates may lead to imprisonment for up to four years and a fine ranging from 500,000 to 1 million rubles.
