The Ministry of Internal Affairs announced the cessation of torture in Kyrgyzstan

Deputy Kamila Talieva presented information from the UN report on the increase in cases of torture.


Erkebek Ashirkhodzhaev, Deputy Minister of Internal Affairs, stated that torture in the country has been completely eliminated. He made this statement at a meeting of the Jogorku Kenesh, emphasizing the implementation of digital control measures in the Ministry of Internal Affairs.
He noted that surveillance cameras have been installed in every police department, both urban and rural, as well as in district offices, allowing for constant video monitoring of detainees from the moment they are taken in. Before being placed in a detention facility, each detainee undergoes a medical examination, receives a lawyer, and a separate medical examination is conducted. In case of complaints, the materials are forwarded for further investigation and to the prosecutor's office.
“We can confidently assert that in 2024 and 2025, not a single case of torture was recorded. Torture in the country has been eradicated,” said the Deputy Head of the Ministry of Internal Affairs.
However, Deputy Kamila Talieva pointed out the data from the fourth national report presented to the UN Human Rights Council. This document indicates that in 2023, 124 cases of torture were registered, and in 2024, there were already 151.
She emphasized that she is concerned about the high level of impunity, as in 2023, criminal cases were refused in 102 out of 124 cases, and in 2024, 143 out of 151 cases were closed.

In response to this statement, Deputy Prosecutor General Umutkan Konkubaeva noted that cases of torture are closed if it is not possible to prove their existence.
