Regulations of the Housing Code. The Committee approved changes to the rules for expedited law adoption
Deputy Nurbek Sydygaliev initiated this draft law.
According to him, the main idea is to clarify the process that allows bills to be considered immediately in the second and third readings, or within all three readings simultaneously.
In the current version of the regulations, the expedited adoption of a bill requires a positive conclusion from the majority of deputy groups and factions, as well as from the responsible and specialized committees.
“According to the proposed amendments, it will be necessary to obtain the consent of all factions and deputy groups for expedited consideration. If even one of the factions opposes, the bill cannot be adopted immediately in the second and third readings and will be subject to the usual procedure for consideration,” the note to the draft law states.
Nurbek Sydygaliev noted that the existing norm may hinder the ability of individual factions to express their political position when discussing bills. In this regard, it is proposed to establish a requirement for the consent of all parliamentary associations to ensure their full participation in the legislative process.
