Previously, Abytov served as the authorized representative of the president and the cabinet of ministers in parliament.
Almasbek Abytov, born on May 1, 1966, in the village of Karatam in the Kara-Suu district of Osh region, has an extensive education. In 1988, he graduated from the Kyrgyz Agricultural Institute named after K. Skryabin, obtaining a degree in "mechanical engineering." In 1993, he completed his postgraduate studies at the National Academy of Sciences of the Kyrgyz Republic, and in 2006, he finished his studies at the Bishkek Institute of the Moscow State University of Economics, Statistics, and Informatics, where he became an "economist-mathematician."
His career path includes:
- 1988-1993 - worked at the Institute of Machine Engineering of the Academy of Sciences as an engineer and junior researcher;
- 1993-1994 - assistant to the president of the Engineering Academy of the Kyrgyz Republic;
- 1994-1995 - head of the machine engineering department of the State Committee of the Kyrgyz Republic for Economics;
- 1995-1996 - assistant to the deputy speaker of the Assembly of People's Representatives;
- 1996-1998 - head of the general department of the Assembly apparatus;
- 1998-2000 - head of the financial and economic management of the Assembly;
- 2000-2005 - head of the expert group of the budget committee;
- 2005-2008 - head of the department for supporting the activities of the budget and finance committee;
- 2008-2009 - head of the department of the economic committee of the apparatus;
- 2009-2010 - head of the department of the budget committee;
- 2010-2011 - Minister of Labor, Employment, and Migration;
- 2015-2019 - first deputy head of the government apparatus;
- 2019-2021 - permanent representative of the government in the Jogorku Kenesh;
- from October 2021 to February 2026 - permanent representative of the president and the cabinet of ministers in parliament.
