Kyrgyzstan: Personnel Changes from February 9 to 13

Over the course of a week, significant personnel changes occurred in Kyrgyzstan.

Deputies elected Marlen Mamataliyev as the Speaker of the Jogorku Kenesh during a session.


His candidacy was supported by 77 members of parliament, while five voted against. One ballot was declared invalid, and four were annulled.

Nurlanbek Turgunbek uulu announced his voluntary resignation from the position of Speaker.

Marlen Mamataliyev became the sole candidate for this position.

He was born on March 24, 1981, and has been a deputy of the Jogorku Kenesh of the VII convocation since 2021, serving as the leader of the "Yntymak" faction and heading the committee on budget, economic, and fiscal policy.

In 2025, Mamataliyev was elected as a deputy of the VIII convocation from single-mandate district No. 22 (First May district of Bishkek), finishing second in the number of votes.

As a result of the work of the Jogorku Kenesh of the VII convocation, he topped the ranking for the number of initiated and adopted bills.

Changes in the GKNB.


President Kamchybek Tashiev relieved himself of the positions of Deputy Prime Minister and Chairman of the GKNB, which he held since October 16, 2020.

Jumgalbek Shabdanbekov has been appointed as the acting chairman of the GKNB. Previously, he served as the head of the Ninth Service and was the deputy head of the state committee since 2020. In 2022, he was awarded the rank of Major General.

The candidacy of Jumgalbek Shabdanbekov will be submitted for approval to the Jogorku Kenesh for appointment as the chairman of the GKNB.

Deputies of Kamchybek Tashiev were also relieved of their positions: the first deputy chairman of the GKNB Kurvanbek Avazov, the deputy chairman of the GKNB and director of the Cybersecurity Coordination Center Daniel Rysaliev, and the deputy chairman of the GKNB and director of the Antiterrorism Center Elizar Smanov.

Rustam Mamasadykov, who held the position of Secretary of the Security Council, became the first deputy head of the GKNB.

Uranbek Shadybekov has been appointed as the deputy chairman of the GKNB and head of the cybersecurity center of the state committee.

Alisher Erbaev has been appointed as the deputy chairman of the State Committee for National Security and director of the Antiterrorism Center of the GKNB.

Abdikarym Alimbaev has been relieved of his position as the first deputy chairman of the GKNB and appointed as the chairman of the State Border Service, which has been removed from the structure of the state committee.

Syrgak Berdikozhoev became the chairman of the State Guard Service under the President.


Information about Syrgak Berdikozhoev is extremely limited; it is only known that he is a representative of the law enforcement agencies.

Earlier, President Sadyr Japarov signed a decree "On measures to improve the state guard system," according to which the State Guard Service under the President was established.

The service was created on the basis of the Ninth Service of the GKNB and will be directly subordinate to the president, ensuring the safety of protected persons and facilities in accordance with the law.

Bektur Zulpiyev has been appointed as the authorized representative of the president and the cabinet of ministers in the Jogorku Kenesh.


Almasbek Abytov resigned from his position at his own request, having served in this role since 2021.

Bektur Zulpiyev, born on January 28, 1965, previously worked in the presidential administration and headed the commission on education issues under the President of the Kyrgyz Republic.

Since September 7, 2023, he has been an advisor to the President of the Kyrgyz Republic.

Zulpiyev participated in the development of amendments to the Constitution in 1998 and 2003, as well as in the creation of the draft Constitution of 2010. He is mentioned as one of the authors of the new edition of the Constitution of Kyrgyzstan.

Adilet Orozbekov has become the Secretary of the Security Council of the Kyrgyz Republic.


Rustam Mamasadykov held this position since December 2025.

Adilet Orozbekov was born in 1978 and graduated from the International University of Kyrgyzstan with a degree in "Diplomacy and International Law," after which he studied at the FSB Academy of the Russian Federation.

Since 2001, he began his career in the national security agencies, holding various positions until 2017.


Since December 2025, he has been a state inspector in the Department of Defense, Law and Order, and Security of the Office for Control of the Implementation of Decisions of the President and the Cabinet of Ministers of the Presidential Administration of the Kyrgyz Republic.

Talant Amanov has been appointed as the acting head of OJSC "Tündük."


The powers of the chairman of the board Adilet Jumayeva have been terminated.

The personnel changes were approved by the sole shareholder — Minister of Digital Development and Innovative Technologies Azamat Zhamangulov.

Talant Amanov previously served as the deputy director and board member of OJSC "Tündük" in the IT block.

Ulan Dzhusupov has been relieved of his position as Extraordinary and Plenipotentiary Ambassador of Kyrgyzstan to the United Kingdom.


He was appointed to this position on March 7, 2022.

Kanbolot Tutuyev has been appointed as the akim of the Kemin district.


Kutpidin Shakirov resigned from the position of akim of the Kemin district of the Chui region at his own request.

Kanbolot Tutuyev was born on August 19, 1982, and previously worked in the state and municipal authorities of the Osh region, holding leadership positions in district and regional administrations.

Antonio Messa has become the head coach of the women's national football team of Kyrgyzstan.


This decision was made at the meeting of the Executive Committee of the KFS on February 10.

Previously, this position was held by Nematjan Zakirov.

In addition to the national team, Spanish specialist Antonio Messa will continue to coach the U-17 women's national team, which he has led since February 2025.
