In the appeal, it is emphasized that the current president was elected in 2021 under the old Constitution, while the new Constitution, adopted in a referendum in April of the same year, establishes that the president is elected for a term of five years. The law "On the Constitution of the Kyrgyz Republic," which came into force on May 5, 2021, also confirms that the term for which the president was elected in 2021 counts as the first under the new Constitution.
The letter also points out that there are disagreements among legal experts and politicians: some believe that early elections are the only way out of the situation, while others suggest waiting for the current term to end.
The signatories are confident that holding early elections will help avoid ambiguities, disputes, and possible appeals to the Constitutional Court.
The document also lists the achievements of the current government, such as resolving issues related to state borders, fighting corruption and organized crime, as well as successful social development and strengthening the army.
Among the urgent problems requiring attention, the signatories highlight the growth of public debt, rising prices, and population outflow.
The citizens who signed the appeal concluded that "the first stage of the work of the current leadership of Kyrgyzstan is complete."
They emphasize the need for new incentives for the country's development and the transition to the second stage of work, which prompted them to call for early elections.
