In 2023–2025, no cases of torture were recorded in Kyrgyzstan - Ministry of Internal Affairs

The statement by the Ministry of Internal Affairs that there have been no recorded cases of torture in Kyrgyzstan from 2023 to 2025 has become a subject of discussion in the Jogorku Kenesh.

According to Deputy Minister of Internal Affairs Erkebek Ashirkhodzhaev, systematic control measures, including video surveillance in police stations and regular medical examinations of detainees, have contributed to this result. Every detainee is guaranteed the right to a lawyer, and all complaints are forwarded to the prosecutor's office.

Deputy Prosecutor General Umutkan Konkubaeva presented statistics for the previous year, according to which 43 complaints of torture were filed. However, only one criminal case was initiated, and this occurred in the Issyk-Kul region. The other complaints were dismissed due to lack of evidence of a crime.

Nevertheless, Jogorku Kenesh deputy Kamila Talieva expressed doubts about the data presented. She cited information from a UN report, which indicated 124 cases of torture in 2023 and 151 cases in 2024.

According to the parliamentarian, about 95% of complaints are not properly addressed or are unjustifiably closed, and there is also a likelihood of pressure on the complainants.
