Why the Housing Complex Tightened Measures Against Traffic Violators: An Interview with Atambaev

At today’s parliamentary session, a bill aimed at increasing responsibility for violations of traffic rules was adopted. The new document provides for stricter measures for driving under the influence, an expansion of the use of photo and video recording systems, as well as improvements in driver training approaches. Deputy Seyidbek Atambaev spoke about the key aspects of the initiative to a correspondent from VB.KG.

- What are the reasons for tightening measures against driving under the influence of alcohol?

- Driving under the influence ranks among the leading causes of traffic accidents that result in serious consequences and fatalities. A person who gets behind the wheel in such a state endangers the lives of those around them. Increasing the duration of administrative detention and other measures are aimed at preventing repeat offenses and reducing the number of accidents.

- What role do photo and video recording cameras play in this bill?

- These cameras ensure objectivity and inevitability of punishment for traffic violations. Tightening responsibility for offenses recorded by technical means contributes to more transparent control, reduces the influence of the human factor, and enhances discipline among drivers, - noted Atambaev.

- Are law enforcement agencies ready to implement this law?

- To implement the law, it will be necessary to develop the required subordinate legislation and introduce it in stages. The internal affairs agencies already have experience working with photo and video recording systems, as well as with vehicle registration, which will allow for effective application of the new norms in practice.

- What effect do you expect from the adoption of the law?

- We hope for a reduction in the number of accidents, an increase in the discipline of road users, and the formation of a more responsible approach to vehicle management. The main result should be the preservation of the lives and health of citizens. This law is aimed not at punishment, but at preventing tragedies. Road safety is the responsibility of everyone.

- What is your opinion on establishing a 10-month training period in driving schools for obtaining a license?

- Extending the training period to 10 months will not solve the existing problems. Moreover, such a duration seems excessive. With a properly organized program, quality training, and strict control, it is possible and necessary to form basic knowledge and practical driving skills in two months.

According to the deputy, the most important factors remain the quality of driver training and the fight against corruption in driving schools. Driver’s licenses should only be obtained by those who have truly undergone comprehensive training and possess the necessary skills, not by those who received them formally. This approach, the parliamentarian emphasized, should be implemented universally.
