Changing Tires in Motion: How Deputies Voted Before and After the Speaker Mentioned the President

On January 14, the deputies of the Jogorku Kenesh did not discuss the draft law concerning state awards, honorary titles, and prizes of Kyrgyzstan.

Before the discussion began, Almasbek Abytov, the president's representative in parliament, suggested removing the issue from the agenda due to the absence of a speaker. However, Kamila Talieva opposed this, proposing to reject the draft.

She noted: "Who is behind this draft law? This is an enemy of the state! Which ministry could have submitted this proposal and put the president and the Jogorku Kenesh in a difficult position? If we consider and support this, we will face disgrace! How can we remove the title of 'People's Poet'? Now we will just call Jenijok, Barpy, and Arstanbek simply writers?!"

Ulan Primov supported her opinion, adding that citizens deserving of titles have worked for many years. "If we ignore their contribution to development, it is wrong," the deputy emphasized.

Gulya Kozhokulova spoke about the importance of the moral aspect of this issue.
"These awards represent not just recognition; they are an assessment from the state of specific individuals. Proposals that are disguised as 'de-bureaucratization' and limit the evaluation of merits cannot be accepted. Simply removing the issue from the agenda is not a solution. Officials preparing such draft laws must be held accountable. This attitude is unacceptable. I propose to consider the issue without a speaker and vote against it," she stated.

"The president has imposed a moratorium on the establishment and awarding of titles. We need reform. There are 46 different titles! Awarding certain individuals has caused public discontent. Therefore, I insist on discussing this issue. Nurbek Omurbekovich, withdraw your proposal. Ignoring this issue is irresponsible. We must discuss it in the first reading and prepare our proposals for the second reading," the speaker addressed the deputies.

Akyilbek Tumonbaev criticized that Sydygaliev's proposal was not put to a vote, and only the speaker's proposal was voted on. He demanded adherence to the regulations. Sydygaliev confirmed that the initiative initially came from him and then from Turgunbek uulu.

"Okay, I will withdraw my proposal," the deputy added.
