Dastan Bekeshev proposed allowing minors to engage in non-campaign activities


During the third reading of the bill developed by Deputy Dastan Bekeshev, changes to the Constitutional Law "On the Elections of the President and Deputies of the Jogorku Kenesh" are being discussed at the meeting of the committee on constitutional legislation, state structure, local self-government, and the regulations of the Jogorku Kenesh.

The document proposed allowing individuals aged 16–17 to engage in non-campaign activities in candidate headquarters, which includes organizational and technical work not related to election campaigning.

However, the cabinet of ministers issued a negative conclusion, pointing out the inadmissibility of involving individuals under 18 in the work of election headquarters.

Deputy Bekeshev noted that according to the Labor Code, minors from the age of 16 can work with the written consent of their parents or guardians, and current legislation does not prohibit their labor activities.

He expressed confusion as to why teenagers can perform physically demanding work but cannot work in election headquarters, where they could gain valuable experience and develop political literacy. As a result, to avoid the rejection of the bill, he had to remove the provision allowing minors to work in such headquarters, although he disagrees with the position of the cabinet of ministers.
