On December 26, 2025, a local resident named I.E., born in 1989, filed a collective complaint with the Internal Affairs Department of the Moscow district. He reported that a citizen named G.A. had attracted 25-30 people to perform concrete work on the construction of the small hydroelectric power plant since 2024. However, for December of last year, wages amounting to 50,000-60,000 soms were not paid.

In connection with this situation, a criminal case was initiated under Article 209 "Fraud" of the Criminal Code of the Kyrgyz Republic.
The investigation established that G.A., born in 1993, acted as a subcontractor on the facilities of HPP-1 and HPP-2, performing work based on an oral agreement with the company "A.G.E.". The cost of one cubic meter of concrete work was 5,500 soms. To conduct his activities, G.A. registered an individual entrepreneur in the name of his wife.
About 100 local residents were involved in the work, for which they were to be paid 200 soms per hour. Nevertheless, from November to December 8, 2025, wages were not issued to approximately 25 workers.
The investigation determined that during the specified period, 7,200 cubic meters of concrete work were completed, as well as other construction tasks. The total amount received by G.A. from the company "A.G.E." amounted to 43,446,878 soms, of which 3,115,000 were paid in taxes.
G.A. was detained in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic and placed in a temporary detention facility.
The investigation is ongoing.
