
According to reports, G.A. was detained in connection with the fact of unpaid wages. On December 26, 2025, a collective statement was received by the Internal Affairs Department of the Moscow district from I.E., who reported that since 2024, G.A. had attracted 25–30 people to carry out concrete work on the small hydropower plant in the Ak-Suu gorge. The established salary was 50,000–60,000 soms per month, but payment for December 2025 was not made.
Based on this incident, a criminal case was initiated under Article 209 (Fraud) of the Criminal Code of the Kyrgyz Republic. During the investigation, it was found that G.A., born in 1993, began concrete work at the HPP-1 and HPP-2 sites for the company "A.G.E." as a subcontractor starting in October 2024, based on a verbal agreement. The payment for 1 cubic meter of concrete was 5,500 soms, but an individual entrepreneur was registered in the name of G.A.'s wife, E.K., with a power of attorney issued.
About 100 local residents were involved in the work, receiving 200 soms per hour. However, from November to December 8, 2025, about 25 workers went without pay.
The investigation established that during the specified period, 7,200 cubic meters of concrete work were completed, as well as other construction work. G.A. received 43,446,878 soms from the company "A.G.E.", of which 3,115,000 soms were paid in taxes.
According to Article 96 of the Criminal Procedure Code of the Kyrgyz Republic, G.A. was detained and placed in a temporary detention facility. The investigation is ongoing.
