Subcontractor Detained for Failing to Pay Wages to Workers at Hydroelectric Power Plant Construction Site

The subcontractor who failed to pay workers at the HPP construction site has been detained


A suspect has been detained in the Chuy region for violations related to the non-payment of wages to workers involved in the construction of a small hydroelectric power station. Investigative authorities have determined that G.A., born in 1993, recruited local residents to perform concrete work at sites under the management of the company A.G.E. However, approximately 25 people did not receive payment for their services for November and early December 2025.

According to available data, in October 2024, G.A. began performing concrete work based on a verbal agreement as a subcontractor. To register his activities, he used his wife E.K.'s name, setting up an individual entrepreneurship and a power of attorney. About one hundred local residents participated in the work, with a promised payment of 200 soms per hour.

The investigation established that during the specified period, 7,200 cubic meters of concrete work were completed, along with other construction activities. The total amount received by G.A. from the company A.G.E. was 43,446,878 soms, of which 3,115,000 soms was paid in taxes.

Based on the collected materials, a criminal case has been initiated under Article 209 (Fraud) of the Criminal Code of Kyrgyzstan. The suspect has been detained and placed in a temporary detention facility.

The investigation is ongoing.
