
A suspect subcontractor was detained in the Chui region for failing to pay wages to his workers during the construction of a small hydroelectric power station.
According to information provided by the Main Internal Affairs Directorate of the Chui region, on December 26, 2025, a local resident I.E., born in 1989, filed a collective complaint with the Internal Affairs Department of the Moscow district. He reported that a citizen G.A., starting from 2024, had attracted a group of 25-30 people to carry out concrete works on the construction of a small hydroelectric power station in the Ak-Suu gorge. Despite the established salary range of 50,000-60,000 soms per month, payment for December 2025 was not made.
A criminal case was initiated based on the fact under Article 209 (Fraud) of the Criminal Code of the Kyrgyz Republic.
During the investigation, it was revealed that G.A., born in 1993, began performing concrete works as a subcontractor based on a verbal agreement in October 2024 at the facilities of HPP-1 and HPP-2, owned by the company "A.G.E.". The cost of pouring one cubic meter of concrete was 5,500 soms. An individual entrepreneur was registered in the name of G.A.'s wife, E.K., with a power of attorney issued.
During the work, about 100 local residents were involved, who were paid 200 soms per hour. However, from November to December 8, 2025, wages for approximately 25 workers were not paid.
The investigation established that during the specified period, concrete works amounting to 7,200 cubic meters were completed, as well as other construction works. The total amount received by G.A. from the company "A.G.E." was 43,446,878 soms, of which 3,115,000 soms were paid in taxes.
In accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic, citizen G.A. was detained and placed in a temporary detention facility.
The investigation is ongoing.
