The investigation established that in 2015, the city administration received 22 million euros from a lending organization to improve the material and technical base, including the purchase of special equipment such as bulldozers, garbage trucks, and containers, as well as for the design and construction of the landfill for the municipal enterprise "Tazalyk" and the municipal enterprise "Bishkek Sanitary Landfill".
An audit revealed that the preliminary damage caused to the budget from the use of these loan funds amounts to approximately 182 million soms.
On January 12, as part of the criminal case under Article 336 (Corruption) of the Criminal Code, investigative activities were conducted, resulting in the detention of:
- former vice-mayor of Bishkek "S.R.A.";
- former director of the municipal enterprise "Bishkek Sanitary Landfill" "A.A.Z.";
- leaders of contracting companies "I.V.R." and "A.N.B.".
The detainees have been placed in the temporary detention facility of the GKNB.
The GKNB noted that additional investigations are ongoing to identify all officials involved in the case and to assess the final damage to the budget.
At the opening of the Eco-Technology Plant for generating electricity from solid household waste on December 27, 2025, President Sadyr Japarov mentioned that the previous authorities spoke about the construction of the plant, received 22 million euros from Europe, but actually built only a small structure. "We 'ate' 16 million euros. 6 million euros remained in the bank, and we are returning them to Europe. The city administration must also cover these 16 million, that is, 'pays for the samsas that were not eaten'," Japarov stated.
Bishkek Mayor Aibek Junushaliev added that "16 million euros were spent," but for 900,000 euros, only one small structure was built, which was used as a temporary office. "Law enforcement agencies are dealing with this case. I cannot say right now who exactly is to blame. The president has instructed to report on these issues," he noted.
