
According to the agency, a large-scale scheme was uncovered during the public procurement process, which caused an estimated damage to the state budget of approximately 182 million soms. Financial violations were discovered during an audit of specific segments of the procurement process.
Violations related to this project were identified as part of a program launched in 2015. At that time, the Bishkek city hall received a loan of 22 million euros for the modernization of the waste collection system, the purchase of special equipment—bulldozers, loaders, garbage trucks, containers—as well as for the design and construction of a new landfill for the needs of the Municipal Enterprise "Tazalyk" and the Municipal Enterprise "Bishkek Sanitary Landfill."
The criminal case has been initiated under Article 336 of the Criminal Code of the Kyrgyz Republic "Corruption." On January 12, 2025, the GKNB conducted a series of investigative and operational activities, resulting in the detention of the individuals involved in the case. The detainees have been placed in the temporary detention facility of the GKNB.
Currently, additional measures are ongoing to establish all officials involved in the case and to clarify the final amount of damage caused to the budget.
