
Sadyr Japarov, the President of Kyrgyzstan, issued a Decree regarding the improvement of measures for the protection of individuals and objects under security. This step is based on Articles 70 and 71 of the Constitution of the Kyrgyz Republic.
According to the Decree:
1. A State Security Service is being established, which will operate on the basis of the 9th Service of the State Committee for National Security of the Kyrgyz Republic.
2. The State Security Service will be a special state body, directly subordinate to the President of the Kyrgyz Republic, and will engage in security measures to ensure the safety of protected objects and individuals within its competence.
3. The appointment and dismissal of the head of the State Security Service will be carried out by the President of the Kyrgyz Republic, as well as the appointment of deputy heads, who will be approved upon the recommendation of the head.
4. The legal basis for the activities of the State Security Service will be the Constitution of the Kyrgyz Republic, the Law "On State Security," this Decree, and other relevant regulatory acts.
5. The regulations of this Service, as well as its structure and staffing levels, will be approved by the President of the Kyrgyz Republic.
6. The Cabinet of Ministers of the Kyrgyz Republic is instructed to:
– align its decisions with this Decree;
– take other measures arising from this Decree.
7. The Decree comes into force from the moment of its official publication.
