
The President of the Kyrgyz Republic, Sadyr Japarov, signed a decree aimed at improving the mechanisms for ensuring the security of protected facilities and individuals. In accordance with the provisions of Articles 70 and 71 of the Constitution of the country, the decree mandates:
The establishment of the State Security Service under the President of the Kyrgyz Republic based on the 9th Service of the State National Security Committee of the Kyrgyz Republic (hereinafter referred to as the State Security Service).
The State Security Service will be a special state body, directly subordinate to the President of the Kyrgyz Republic, responsible for national security issues, and carrying out protective measures within its competence established by the legislation of the Kyrgyz Republic.
The State Security Service is subordinate to the President and is responsible for:
– the appointment and dismissal of the head of the State Security Service, which is carried out by the President of the Kyrgyz Republic;
– the appointment and dismissal of the deputies of the head of the State Security Service, which occurs upon the recommendation of its head.
The legal framework for the activities of the State Security Service consists of:
The Constitution of the Kyrgyz Republic, the Law "On State Security," this Decree, and other legislative acts of the country.
The regulations on the State Security Service, as well as its staffing and structure, will be approved by the President of the Kyrgyz Republic.
The Cabinet of Ministers of the Kyrgyz Republic is instructed to:
– align its decisions with this decree;
– take additional measures related to the implementation of the specified decree.
This decree comes into force from the moment of its official publication.
