The President signed a decree on a temporary national campaign for free driver's license replacement.
The purpose of this campaign is to simplify administrative procedures for the citizens of the country, as well as to increase the accessibility of public services. The decree is based on Article 71 of the Constitution of the Kyrgyz Republic and includes the following key provisions:
1. The State Center for Registration of Vehicles and Driver's Licenses, which is subordinate to the Presidential Administration, is tasked with:
– from January 15, 2026, and until a decision is made by the authorized state body to conclude the campaign, to carry out a temporary national campaign for the free replacement of driver's licenses issued without an expiration date (hereinafter referred to as the national campaign) for new format licenses;
– organizing extensive informational work through mass media and internet platforms to inform the population about this initiative.
2. During the campaign, the requirement to provide a medical document (form 083) confirming the completion of a medical examination issued by authorized health authorities is canceled.
3. The implementation of the measures prescribed by the decree will be carried out by the relevant state and other organizations within their authority and approved financial plans, without the need to attract additional funds from the republican budget. In particular:
– The State Center for Registration of Vehicles and Driver's Licenses will be responsible for issuing and registering licenses at its own expense;
– The institution "Kyzmat" under the Presidential Administration will carry out the personalization of driver's licenses within the campaign also at its own expense.
4. It is recommended:
– that the joint-stock company "Uchkun" produce driver's licenses at its own expense;
– that the joint-stock company "Kyrgyz Pochta" ensure the delivery of licenses using its own funds.
5. The Ministry of Foreign Affairs, in the framework of the campaign, if the replacement of licenses is carried out through Kyrgyz institutions abroad, should:
– consider the possibility of canceling the requirement to provide a medical document issued by foreign medical institutions during the campaign;
– ensure the collection of consular fees in accordance with the government resolution dated December 18, 2012, No. 839.
6. It is established that driver's licenses issued without an expiration date will be considered invalid from the moment they are replaced within the national campaign.
7. The Cabinet of Ministers must take measures arising from this decree within two months.
8. The control over the implementation of the decree is assigned to the Department for Monitoring the Execution of the President's and Cabinet of Ministers' Decisions of the Presidential Administration.
9. This decree comes into force on January 15, 2026, and is subject to mandatory publication.
