According to the decree:1. A State Security Service is being established, which will operate under the President of the Kyrgyz Republic and will be based on the 9th service of the State Committee for National Security.
2. This service will be a special state body, subordinate to the President of the Kyrgyz Republic, responsible for carrying out security measures aimed at ensuring the safety of protected persons and facilities in accordance with current legislation.
3. It is also established that:
- the head of the State Security Service will be appointed and dismissed by the President of the Kyrgyz Republic;
- the deputies of the head will be appointed upon the recommendation of the head and also dismissed by the President of the Kyrgyz Republic.
5. The structure, staffing levels, and regulations of the Service will be approved by the President of the Kyrgyz Republic.
6. The Cabinet of Ministers of the Kyrgyz Republic is tasked with:
- aligning its decisions with this decree;
- taking other necessary measures arising from the decree.
In addition, on February 10, the president signed a decree relieving Kamchybek Tashiev of his duties as Deputy Prime Minister and Chairman of the State Committee for National Security. Jumgalbek Shabdanbekov has been appointed as the new acting head of the SCNS. The release of three deputies of the head of the SCNS and a number of other changes in the structure of state power also took place.
