The illegal transfer of the BSR occurred on November 30, 1999, when it was transferred to the balance of the agricultural production cooperative "Pakhary" by a transfer act. Subsequently, in 2021, based on decision No. 28 of the head of the Ivanovsky ayil okmotu of the Issyk-Ata district, the basin was officially registered as the property of the SPC "Pakhary," which later received a state certificate of private ownership.
After conducting operational investigative measures, the return of the illegally privatized object to state balance became possible. Now the BSR will be managed by the Issyk-Ata Water Management Department, a structural unit of the Ministry of Agriculture.
